Sikha returning to India.

During the last six months a large number of Sikhs

have returned to India from Shanghai, Hankow, and other ports

of China, and a considerable number have passed through

Shanghai en route to India from America, It is interesting

to note that the departures from China comprise a majority

of the worst characters, For this reason Shanghai is at

the moment singularly free of very bad characters, but

Shanghai' a gain is India's loss, It is quite obvious that

these men left for India for no good purpose, and it is

equally certain that they were called to India by the various

sedition parties to embarrass the Government,

The stringent action that the Indian Government

is now taking against bad characters is making itself felt

in Shanghai and elsewhere in China, Sikhs are afraid to

leave Shanghai and for this reason members of the Force are

deferring leave due to them. Enquiries have been made from

America asking if sikhs returning to Shanghai can obtain

employment. The answer is in the negative as long as vÊ ORD

prevent them! I would request that the Consul General be

again approached with a view to an arrangement being made

whereby all Indians leaving Shanghai will be obliged to

provide themselves with properly accredited passports, matter is, in my opinion, urgent and should be proceeded with without any further delay, You will remember that the
